How can I find out who signed a lease and when it is up on the house next door to me?

I have owned my own home for about 3 years now. This Economy has killed the overall health of my housing community. To make a long story short I am blocked in by all rentals going for $600-$800 a month max. I live in a nice area of Arizona in a neighborhood once collectively valued at over $300K now just short of $80-$100K. Recently because of this there has been a HUGE influx of renters who are borderline transient and leave kids playing in the street even way past dark. I have one neighbor who has 5 cars they all park in the front yard and they are young 18-20 yr. old kids who are attending a local "automotive tech school" around the corner. They are obnoxious at all hours of the night. For example they ride mo-peds (VERY loud) at upwards of 1-2 AM around and around and around in circles NON-STOP! It has gotten to the point the HOA says they have no "legal" edge over renter only the homeowner. The home is ran by some property management company that finds people who will pay $800 a month and sticks 'em in there as fast as possible while de-valuating my ever increasing worthless property already even quicker. There are 4 of them living there. They smoke pot and leave the garage door open when doing so. UGH just annoying. I have called the cops so many times they get angry with me when I call now. Nothing is being done and the driveway is now trashed because they are out there all day working on there $500 beeter "race" cars pulling motors and what not that are visually sickening you know the kind of cars you drove when you were 17. No paint just primer and un-matching hubcaps, etc... I need to find out if there is a way to discover who owns the home and who those people are and when the lease ends? The last people were quiet, clean and respectful, but this last batch is GARBAGE! I have looked everywhere for an answer I have searched the state property records and cannot find a record of lease. Anybody have a similar situation or know where I can get some answers to stop this madness?
