Ok, can someone clear this up for me once and for all, do Canadians want or dont want Immigrants?

Canada seems Immigration friendly on the surface but the process to get there legally is rather tedious its almost like Canada is trying to make it hard for people to move there..., but its so confusing for me, is Canada like the US when it comes to regulating the influx of immigrant people into its country or is it different can someone please clear that up, i guess a more appropriate question would be is it easy to immigrate to Canada
