Why are cons so prone to "white flight"?

People in the ghetto (of all colors, but a large portion of them are minorities) generally act like scum. Nobody wants anything to do with them, not even other ghetto scum, so they leave if they can afford to. With the suddenly cheap housing, more ghetto scum is escaping to the suburbs, but continuing to act like ghetto scum. It pisses off the decent people, so they try to move even farther away.
