According to Republicans, when the Rich were assured they'd get tax break, the jobs would come. Where are they?

Should we have already seen this great influx of new jobs created by giving the Rich tax breaks? Republicans said this would happen, that Wall Street and the Rich needed assurity in order to start creating jobs and get the cash flow going. So far I have seen nothing associated with the huge trillion dollar cuts as far as jobs go. It didn't work the first time Bush did it so why will it work now?
